Job Details

The Human Resources Director is responsible for the overall administration, coordination, and evaluation of the human resources function. Ensures that Opportunity Living is staffed with sufficient, qualified and properly trained people and provides staff leadership for all Opportunity Living employees.

Duties and Responsibilities

  • Establish and implement HR efforts that effectively communicate and support the company’s mission and strategic vision.
  • Develop HR plans and strategies to support the achievement of the overall Organization’s operations and objectives.
  • Function as a strategic business partner within the executive/senior management team regarding key organizational and management issues.
  • Direct the affirmative action program in compliance with governmental regulations and equal employment guidelines.
  • Responsible for directing the advertising, screening, interviewing, selecting, and orientation training of all employees.
  • Annually reviews and makes recommendations to executive management for improvement of the organizations policies, procedures and practices on personnel matters.
  • Maintains knowledge of industry trends and employment legislation and ensures organization’s compliance.
  • Maintains responsibility for organization’s personnel policies and procedures and ensures that proper compliance is followed.
  • Reads, interprets, reviews and writes policies and procedures for the organization as needed.
  • Assists executive management in the annual review, preparation and administration of the organization’s wage and salary program.
  • Coordinates or conducts exist interviews to determine reasons behind separations.
  • Consults with legal counsel as appropriate, or as directed by the CEO, on personnel matters.
  • Accountable for ensuring organization representation at unemployment hearings and responsible for unemployment administration.
  • Works directly with department managers to assist them in carrying out their responsibilities on personnel matters.
  • Ensure compliance of Department of Health and Department of Inspections and Appeals’ standards pertaining to personnel.
  • Train and support supervisory staff in implementing policy, utilizing counseling forms, and abiding by the current employment laws.
  • Responsible for assessing and surveying in-service training needs for all staff positions and provide appropriate training opportunities to meet those needs.
  • Recommends, evaluates and participates in staff development for the organization.
  • Develops and maintains a human resources information system that meets the organization’s personnel information needs.
  • Supervises the staff of the human resources department.
  • Develop and implement comprehensive compensation and benefits plans that are competitive and cost-effective.
  • Participates on committees and special projects and seeks additional responsibilities.
  • Develop, maintain, and review annually all job descriptions and ensure that all staff have signed a copy for their personnel files and are in possession of a copy of their job description.
  • Responsible for performing necessary administrative functions in the absence of the Chief Executive Officer and the Chief Financial Officer to ensure proper coordination and organization of the total operation.
  • Develop an empowered staff by providing supervision which includes clarifying responsibilities assigned, setting standards of excellence, and involving staff in decision-making processes.
  • Responsible for the development and regular update of the Employee Handbook.
  • Assist in ensuring the effective and efficient operation of the organization by performing all duties as assigned by supervisor/manager.
  • Maintain professional competency by participating in continuing education, in-services, and personal growth experiences.
  • Protect the privacy of clients and staff by maintaining confidentiality of records and personal information and follow all policies and procedures under the Health Insurance Portability and Accountability (HIPAA) and serve as the HIPAA Compliance Officer.

 

Qualifications

  • Educational requirements include a Bachelor degree as a minimum and four to ten years’ related experience or training, or equivalent combination of education and experience.
  • SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) credential preferred.
  • Must possess the capacity to relate to people, including clients, staff, and the general public, and communicate with all persons in a culturally competent manner.
  • Must be able to read, interpret, and write policies and procedures.
  • A prerequisite for the position is a sincere respect for and a desire to work with persons with disabilities and a commitment to the concepts and philosophy of Opportunity Living.
  • Excellent organizational and leadership skills.
  • Excellent problem solving skills.
  • Thorough knowledge of human resources management principles and best practices.
  • Knowledge of employment legislation and regulations.

  • Ability to pass criminal/registry background checks.
  • Clear tuberculosis screening.
  • Ability to pass and maintain required trainings such as CPR/First Aid, Dependent Adult/Child Abuse, and Behavior Management Program, or other training as assigned per specific job duties.
